INCONVENIENTES EN GENERAL QUE ENTORPECEN EL NORMAL DESENVOLVIMIENTO DE LOS SERVICIOS
GENERAL DIFFICULTIES WHICH OBSTRUCT THE NORMAL DEVELOPMENT OF SERVICES

 

Este Ferrocarril en lo que concierne a cargas no tiene inconvenientes, como ya se puede desprender de lo apuntado precedenemente, y ellos pueden surgir solamente si se incrementara su transporte a guarismos excepcionales.
This railway, as far as goods are concerned, has no difficulties other than could be mentioned in the preceding note, and these can only arise if the volume transported increases to exceptional levels.

Pero cabe señalar, no precisamente como tal sino como factor que ha tenido su parte desfavorable para el Ferrocarril, el desprendimiento de sus puertos por transferencia a la Administración General de Puertos, ocurrido en el año 1957, intercalándose otro organismo entre ferrocaril y buque, con los consiguientes grav·menes y complicación al usuario, cuando por lo contrario todo inducÌa a llegar al ofrecimiento de una simplificación al máximo para contraestar la fuerte competencia camionera.
But it is possible to signal, not precisely, that the loosening of the ports (from railway management) by their transference to the Administración General de Puertos (General Ports Administration), which happened in 1957, interposed another organisation between the railway and the ship, with the resulting encumberances and complications to the user, when on the contrary, what is needed was the maximum simplification in order to counter the strong lorry competition.

En hacienda no hay ningún inconveniente. este tráfico, que no reviste carácter de estable, es atendido con los elementos con que se cuenta.

El rubro pasajeros merece una consideración. Los elementos de la trocha económica no ofrecen las necesarias condiciones para el transporte de pasajeros, y especialmente resalta ello en trayectos largos, dada la excesiva lentitud de nurstros trenes, disimulándose este aspecto en los viajes cortos.
The figures for passengers deserve consideration. The nature of the economic gauge do not offer the necessary conditions for the conveyance of passengers and especially result in prolonged journeys, given the undue slowness of our trains, tolerating this aspect on short journeys.

La dotación de coches motores que permitieran el desarrollo más acelerado de la ciculaciones, que ofrecieran un mayor confort y con capacidad adecuada, tendría éxito en la zona,
The provision of railcars, which allow the development of speedier journeys, which offer more comfort but with adequate capacity, have been successful in the area,

especialmente de valle del Chubut, pero ésto se manifiesta con la reserva que impone al criterío expuesto precedentemente, vale decir el cambio de trocha. Pero, conociendo las posibilidades de concreción por la envergadura de la obra, se cree positivamente que debemos contar con aquellos que introducirán economías apreciales.

Como se desprenderá por lo expuesto en la parte pertinente, el ferrocarril no estaba en condiciones de ofrecer un eficiente transporte de pasajeros en cosonancia con la necesidad zonal, como consucuencia de la limitación impuesta por la trocha de 0,750 m. y de allí la actual línea automotora "28 de Julio" que cuenta con diez unidades Leyland.
As will be revealed by the evidence in the relevant part, the railway was not in condition to offer an efficient passenger transport service in keeping with the needs of the area, due to the limitations imposed by the 75cm gauge and from the road motor line "28 de Julio", which has ten Leyland busses.

Ultimamente, por desperfectos mécanicos, la dotación se ha visto reducida ostensiblemente, y como consecuencia de ellos hemos registrado suspensiones que atentan contra el prestigio del ferrocarril al volver transitoriamente, y mientras perdure la situación, a los trenes a vapor.
Ultimately, through mechanical defects, the fleet has been ostensibly reduced, and, as a result of that, we have had cancellations, which work against the prestige of the railway on its temporary return to steam trains, meanwhile worsening the situation.

Comment: I assume that the busses operating at the time of this report were those supplied to start the service in 1950. They were thus ten years old or so. Most of the roads over which they operated would not be tarmac, but at best waterbound macadam. Such roads take a serious toll on vehicles. In addition such vehicles would be a new concept to the area and there would not be experienced staff available to carry out proper maintenance. In such circumstances it is little wonder that the fleet was diminishing.

La progresión es significativa y se estima que mejorado el aspecto dotación y física de los coches tendrímos mayores posibilidades, y aún llegar a los servicios especiales que hace tiempo hemos restringido y que resultaban interesantes las percepciones.
The progression is significant and it is thought that an improvement in the numbers and condition of the busses gives rise to major possibilities and will even reach special services which have been till now restricted and which the perceptions will give rise to interesting results.

No se puede dar ninguna clase de gastos en virtud de no conocerse las cifras, pues la contabilidad se lleva en la Administración del Ferrocarril General Roca.
It is not possible to give any type of costs by virtue of not knowing the figures which are held in the head office of the FC Roca.

APPENDIX

Habiendo presentado por seperado las líneas de Comodoro Rivadavia a Sarmiento y Puerto Deseado a Colonia Las Heras sus respectivos informes, cabe a esta Superintendencia agregar como complemento de aquéllos las necesidades de ambas, derivadas de las importantes perpectivas de tráficos como consecuencia de la intensificación de la exploitación petrolífera y densidad demográfico.
Having separately presented the respective information for the lines from Comodoro Rivadavia to Sarmiento and (from) Puerto Deseado to Colonia Las Heras it fell to this Superintendency to combine from them the needs for each, derived from important considerations of traffic resulting from the increasing exploitation of oil and the population density.

 

Comodoro Rivadavia

Las necesidades más sensibles son para la normal atención del tráfico de cargas.
Locomotoras: teniendo en cuenta las existentes debía haber una dotación total de 5 locomotoras, entre ellas de mayor poder tractivo, de forma tal que, en el peor de los casos, se tengan 3 en circulación.
Furgones: dos más.
Plataformas: 20 más de 40 tons. ó 15 de 60.
Cubiertos: 10 más.
Tanques petróleo: 10 más.
The most obvious needs are for normal goods traffic.
Locomotives: taking account of the existing, there should be a total of five in stock, among those of high tractive effort, such that, at worst, three can be in action.
(Brake?) vans : two more.
Flat wagons: 20 more of 40 tonnes or 15 of 60.
Vans: 10 more.
Oil tank wagons: 10 more.

En servicio de pasajeros, que es apreciable, se sugiere, en vista que los actuales elementos no dan abasto, la renovación parcial de los coches motores, contemplando también a la vez la situación de la línea a Puerto Deseado.
For passenger services, which are apreciable, it is suggested, in view that the present units are not sufficient, the partial renovation of the railcars, also contemplating the situation of the Puerto Deseado line.

Comodoro Rivadavia tiene 5 Drewry y 3 Ganz, de los que hay deducir un porcentaje por reparaciones. La mayoría de las circulaciones las hacen con la capacidad colmada, imponiendo restricciones en lo que ata?a a encomiendas en el servicio general.
Comodoro Rivadavia has five Drewry and three Ganz, from which a percentage has to be taken (to allow) for repars. The majority of journeys are undertaken full to bursting, imposing restrictions on dealing with parcel traffic on the general servives.

Teniendo presente que Puerto Deseado posee en su dotación 2 Drewy, se piensa que podría arbitrase un intercambio de elementos entre ambas líneas, temperamento a adoptar siempre que se posibilite la incrementación que se manifiesta.
Considering that Puerto Deseado has an allocation of two Drewry, it is thought that an exchange of equipment between the two lines could be arranged, tempering always adopting that improvements which are obvious.

Adquirir para Comodo Rivadavia 3 coches motores Fiat (acoplados) con destino a servicio local y general, en reemplazo de los Ganz que se enviaíaran a Puerto Deseado, y de donde a su vez se remitiran a Comodoro Rivadavia los Drewry.
De tal forma quedarÌan las líneas así:
Comodoro Rivadavia: 3 coches motores Fiat y 7 Drewry.
Puerto Deseado: 3 coches motores Ganz.
Three Fiat railcars (which can be run in multiple) for Comodoro Rivadavia should be aquired for (use on) local and general services in replacement for the Ganz railcars which would be sent to Puerto Deseado, and from whence, in turn, would be sent to Comodoro Rivadavia the Drewry railcars.
Thus the lines would have:
Comodoro Rivadavia: 3 Fiat railcars and 7 Drewry.
Puerto Deseado: 3 Ganz railcars.

Esto significaría remozar ambas líneas en lo que atañe al transporte de pasajeros y con las siguientes ventajas: Comodoro Rivadavia con los Fiat tendrá capacidad amplia para encomiendas, con el agredado que los Drewry podrán circulan acoplados en el servicio local descongestando el pasaje. Puerto Deseado con los Ganz estará en condiciones de prestar un excelente servicio por characteristicas de vía y, únicamente, cabría la reserva del envio momentáneo de 2 unidades solamente con carga de efectivar la transferencia de la tercera en momento oportuno.
This signifies the removation of both lines as far as passenger transport and has the following advantages: Comodoro Rivadavia with the Fiat railcars would have amply capacity for parcels, with the added advantage that the drewry railcars could run in multiple unit on the local service reducing congestion on the line. Puerto deseado with the ganz railcars will be in a position to provide an excellent service by rail and, initially, using two units only, leaving the third to be transferred at the right time.

Comment: It would appear from the comments made above that the Fiat and Drewry railcars could operate in multiple, whereas the Ganz ones could only operate singly.

Puerto Deseado

Locomotoras: También se estima debe poseer 5 locomotoras, en vista de anuncio de fuertes tonelajes.
Furgones: Aumentar en dos más la dotación.
Plataformas: se considera que debe aumentarse en 15 más
Coches motores: Ver consideraciones que se hacen bajo éste rubro al comentar Comodoro Rivadavia.
Locomotives: It is also estimated that five are needed, in view of the announcement of heavy tonnages.
Brake?) vans: increase the stock by two.
Flat wagons: it is considered that (the stock) should be increased by 15.

Toda la zona en que se desarolla est· linea es eminentemente ganadera dedic·ndose, podrÌa decirse exclusivamente, a ovinos, lo que constituye una de las principales fuentes de riqueza. Los campos son los propios de la Patagonia con una aceptación promedio de aproximamente 500 animales por legua cuadrada, lo que hable elocuentemente de su esterilidad agravada por las escasas precipitaciones pluviales que se restran.
The whole area served by this line is predominantly stock raising, dedicated, exclusively one might say, to sheep, which form one of the main sources of wealth. The fields are peculiar to Patagonia with a stocking rates of about 500 animals per square league (about 1 sheep to 11 acres), which speaks eloquently of the sterility (of the land) which is aggravated by the lack of rainfall.

Con la adaptación del merino australiano, animal sufrido, se sortea en gran parte este serio inconveniente al que se le suma la extracción de aguas, en general amargas, no abundantes y consequidas a grandes profundidades.
With the introduction of the Australian merino (sheep), a long suffering animal, these great difficulties have been resolved, to which is added the extraction of water, usually bitter, not plentifully and from great depths.

Comment: Most of the water found on the surface in this part of the world is very brackish. Water is pumped to the surface, by windmills, and stored in tanks at ground level. This water tends to be sweeter than the surface water. The guanacoes prefer it to the surface water, and as a single guanaco can take on 20 litres at a time, farmers tends to cover the tanks, or otherwise dissuade the guanacoes from poaching their water.

En minerales es de destacar la producción de caolÌn de muy buena calidad de las minas adyacentes al ferrocarril en las zonas del oeste (Boca de la Zanja hasta Las Chapas inclusive), cuyo total asciente approximadamente a las 26.000 toneladas anuales.
The production of kaolin of very high quality is prominent from mines adjacent to the railway in the western area (Boca de la Zanja to Las Chapas inclusively) whose total extraction amounts to 26,000 tonnes a year.

En la zona de Boca de la Zanja y Campamento Villegas existen canteras de donde se extrae piedra para constucciones y cal con igual fin.
In the area of Boca de la Zanja and Campamento Villegas there are quarries for stone used in buildings and limestone used for the same (purpose).

Comment: I don't know if the stone was used for facing work or whether it was crushed and used in concrete. Likewise I don't know if the limestone was used as stone or was used in the production of cement. I haven't come across any reference to a cement works in the area of the railway.

En el valle del Chubut se produce pasto que es remitido a puertos del Sud para forraje; en frutas se obtienen manzanas, peras, duraznos, etc.; verduras en general y productos de granja tales como leche y sus subproductos destinados al consumo regional.
The valley of the Chubut produces hay which is sent to the ports of the South for animal forage; of fruits, apples, pears, peaches, etc are obtained; vegetables in general and farm produce such as milk and dairy produce for regional consumption.

En Rawson, desde hace algunos años se está incrementando la industria pesquera, cuyas embarcaciones operan sobre al Oceano Atlántico en las adyacencias de la desembocadura del río Chubut.
In Rawson, for some years now, the fishing industry has been growing. The fishing boats operate in the Atlantic Ocean off the mouth of the River Chubut.

Los principales productos son el langostino, cazón, merluza y salmón, que en mayor or menor grado se manufactura para su exportación.
The principal products are crayfish, cazón, hake and salmon which to a greater or lesser extent are processed for export.

En particulaer en las ciudades de Puerto Madryn y Trelew, en los últimos años y en coincidencia con las franquicias de que se gozaban las materias primas de importación, se han instalado diversas fábricas que aún continúan con su producción. Las de mayor significación son las de material plástico, tejidos, confección de medias, pullovers, camisas, etc., que han sido motivo de requerimiento de la mano de obra, y por ende redundado beneficiosamente en la densidad demográfica. La fuente de consumo es regional y extra-regional, pues se efectóan envíos al Norte y, preferencialmente, a la Capital Federal.
In particular, in the towns of Puerto Madryn and Trelew, in recent years, and in consequence of the exemption enjoyed by imports of raw materials, various factories have been set up and are still in production. The major ones are of plastics, textiles, (such as) hosiery, pullovers, shirts, etc, in order to provide hand work and therefore be of benefit to the population. The source of consumption is within the region and outside the region, with despatch made to the North and, preferably, to the Federal Capital.
