MEMORANDUM FOR THE COMMISSIONER FOR CHUBUT PROVINCE --------------------------- Principales objetivos que persigue el Ferrocarril Nacional Patagónico vinculados al servicio que mantiene en sus lineas, en procura de ampliación y perfeccionamiento de sus sistemas. En forma sucinta es de mencioner:
The main objectives that the 'Ferrocarril Nacional Patagónico' looks to for the maintaining of its lines, and for procuring the exnhancement and improvement of its systems. In concise form these comprise: 1o) COORDINACION TRANSPORTE FERRO-MARITIMO
Se tiende a una coordinación del transporte de cargas con la via maritima, contemplando la entrada de mercaderías generales y salida de los productos regionales. - Por razones obvias ella se orienta hacia la División Transportes Navales, siendo menester tener presente para el logro de tal propósito los siguientes puntos entre otros:
1st) Co-ordination of rail and maritime transport
We look for the coordination of goods transport with the shipping route, with a view to the import of general merchandise and the export of regional products. - For obvious reasons this is oriented towards the 'División Transportes Navales', and for effectiveness it is necessary to remember the following points among others: a) Coordiner las salidas de los buques de puerto Buenos Aires con itinerarios que garanticen al comercio la llegada si posible semanal de sus mercaderías.-
a) Co-ordination of the departures of ships from Buenos Aires port with timetables that guarantee to customers the arrival, if possible weekly, of their goods. - b) Para concretar lo manifestado en apartado precedente es imprescindible que en puerto de la Capital Federal se cuente con un depósito para el almacenamiento de las mercaderias que serán embarcadas por riguroso orden de entrada.-
b) To make specific the suggestion in the preceding section it is essential that in the port of the federal capital that we can rely on a warehouse in order that merchandise deposited for storage will be embarked rigorously in order of arrival. - c) Reconocimiento de reclamos por parte del buque por falta y averías de mercaderías, tal cual lo hace el ferrocarril, tendiendo a un aceleramiento y simplificación del trámite.-
c) Recognition by the shipping line of claims for loss and damage to merchandise, as does the railway, leading to an acceleration and simplification of the process. - d) Establecimiento de servicio a domicilio.-
d) Establishment of a (door-to-door) service. - e) Buen trato de las cargas, disminuyendo las roturas a lo estrictamente indispensable.-
e) Careful handling of cargo, diminishing breakages to those strictly unavoidable. - f) Los productos regionales del Valle del Chubut deben encauzarse por nuestra via y la marítima, cosa factible ante la seguridad y conocimiento de arribos de buques en forma regular al puerto de Madryn..-
f) The regional products of the Chubut Valley must go out by our line and then by ship, (not?) a feasible matter (without?) the security of knowing the arrival of ships on time at the port of Madryn. - g) Igualmente con respecto a las lanas que giran hacia la Capital Federal.- El itinerario que se impondría a los buques significaría un arribo más o menos espaciado y a fechas fijas en sus viages de retorno, pudiendose aprovechar sus bodegas.
g) Also, with respect to the wool that is sent towards the Federal Capital; - the timetable that would control the ships would mean arrivals more or less equally spaced and with fixed dates for return voyages, being able to good use of the warehouses. h) Conocimiento de disponibilidad de metraje de bodegas con antelación a la llegada a puerto para disposición de operaciones de carguíos.-
h) Knowledge of availability of warehouse space in advance of the arrival at the port in order to plan freight handling. - Con ello se llegará contrarrestar la intensa competencia camionera de que somos objeto propugnando que el camión se constituya en elemento coadyuvador del sistema y consiguiendo al evitarsus sus circulaciones de larga distancias:
With these we will be able to resist the intense competition from truck firms which we are meeting, advocating that the truck constitutes an integral part of the system and thus avoiding its use on long journeys: a) Economía en los respuestos en general.
Economy in the stores in general. b) Economía de combustibles.
Fuel economy. c) Economía en los gastos de conservación de caminos.
Economy in the expenses of maintenance of roads. d) Al reglarse y limitarse el campo de acción del camión se extendería el mismo a otros centros actualmente sin servicios.
When regulating and limiting themselves the field of operation of trucks could be extended to areas currently without services. e) La superposición de servicios.
Additional services. 2o) LINEA AUTOMOTORA PULLMAN
Con miras a mantener y ampliar los actuales servicios de nuestra linea automotore de pullman tiene nuestra atención los siguientes puntos:
a) Conseguier más unidades con el propósito de reforzar los actuales servicios que se prestan y ampliarios hacia otras zonas, tales como Esquel, con el móvil del establecimiento de circulaciones ordinarias que propugnan también el turismo, uniendo aquel punto con Puerto Madryn y sus pueblos intermedios,
b) Consecución de repuestos para el mentenimiento en actividad de las actuales unidades en servicio.
c) Conservación de caminos por donde circulan las unidades de coches automotores pullman dependientes de este Ferrocarril. Rutas 262 - 3 y 25 y caminos del Valle con el propósito de conseguir un mejor servicio y conservación de nuestro material rodante.
2nd) Road motor coach services
With a view to maintaining and extending the present services of our line road motor coaches have been considered. The following points:
a) Obtain more vehicles in order to reinforce the present services which are operated and to extend them towards other areas, such as Esquel, with the motive of establishing ordinary services whicht will also support tourism, uniting that town with Puerto Madryn and intermediate towns,
b) Purchase of spare parts for the maintainance of the present units in service.
c) Maintenance of roads used by the motor coaches linked to the railway; routes 262 - 3 and 25, and the valley roads, in order to obtain a better service and to maintain our vehicles. 3o) SERVICIO DE PASAGEROS CON COCHES MOTORES DIESEL GANZ
Para allagar un servicio moderno y acorde con la importancia de los pueblos de Madryn - Rawson - Trelew - Gaiman y Dolavon, se han efectuado tramitaciones para la adquisición de unidades Diesel Ganz de trocha 75cm. para suplantar los actuales elemontos de vía que se tienen en uso.
Este servicio tambien se extendaría hasta Alto de las Plumas y, en la Linea de Comodoro Rivadavia circularía hasta Rada Tilly.
3rd) Passenger service with Ganz diesel railcars
To provide a modern service in accord with the importance of the towns of Madryn, Rawson, Trelew, Gaiman and Dolavon, negotiations have taken place for the acquisition of diesel units from Ganz, of 75cm.gauge, to supplant the present stock that is in use. This service also would also extend to Alto de las Plumas and, on the line from Comodoro Rivadavia would run to Rada Tilly. 4o) LOCOMOTORAS DIESEL ELECTRICAS - TROCHA 0.75.
Para aumentar el poder de tracción de nuestros trenes sería del caso dotar a la linea de Puerto Madryn a Alto de las Plumas de locomotoras Diesel elétricas, consiguiéndose con ello ventejas tales como: significar un mejor aprovechamiento del material rodante; observar menor circulación de trenes; no constituiría problema la carencia del agua; economía en combustible; etc. etc.
4th) Diesel-electric locomotives - gauge 75cm.
To improve the motive power of our trains it would be a case of equipping the line from Puerto Madryn to Alto de las Plumas with diesel-electric locomotives, resulting in advantages such as: a major improvement of the rolling stock; running fewer trains(?) ; removal of the water-shortage problem; fuel economy; etc. etc. 5o) VARIANTE TRELEW RAWSON
Es propósito de esta Administración ejecutar la variante del ramal Trelew a Rawson, incluyendo la construcción del edificio de la última de las estaciones nombradas, sita en la Capital de la Provincia.
5th) 'Variente' between Trelew and Rawson
It is intention of the administration to undertake the (deviation?) of the Trelew branch to Rawson, including the construction of the building at the latter station, situated in the capital of the province. 6o) ESTACION TRELEW
Se ha proyectado y se tiene a estudio la construcción de un nuevo edificio de la estación Trelew, con anexos para la linea automotora de pullman que explota el ferrocarril; modificación y ampliación de playa de cargas y maniobras; construcción de un nuevo galpón de cargas para depósitos y recepción de mercedarias; cobertizo para coches de pasageros; instalación de nueva báscula para pesar vagones y otra similar para el pesage de carros; instalación de equipos contra incendios; ampliación depósito locomotoras.
6th) Trelew station
It has been proposed, and studies have been undertaken, with a view to the construction of a new building for Trelew station, with an annexe for the motor coaches linked to the railway; modification and extension of the goods yard; construction of a new goods warehouse; a shed for passenger carriages; installation of a new scale to weigh wagons and another similar for weighing carts; installation of fire-fighting equipment; extension of the locomotive depot. 7o) ESTACION PUERTO MADRYN
Ampliación playa de maniobras y carga; instalación nueva báscula para pesar vagones y otra similar para el pesage de carros; construcción cobertizos para vagones y planchada de trasbordo; instalaciones contra incendio; provision guinche con autonomía propia para carga y descarga de bultos pesados.
7th) Puerto Madryn station
Extension of the goods yard; installation of a new scale to weigh wagons and another similar for weighing carts; construction of sheds for wagons and transfer platform; fire-fighting equipment; provision of a self-propelled crane for loading and unloading of heavy loads. 8o) MUELLE PUERTO MADRYN
Ampliación del muelle de Puerto Madryn en su longitud y ancho con depósito para carga y provisión de guinches.
8th) Puerto Madryn Wharf
Extension of the wharf at Puerto Madryn in its width and length and with a store for cargo and provision of cranes. 9o) LINEA PUERTO MADRYN A ALTO DE LAS PLUMAS

Signalling of the line in general. 10o) CONSTRUCCION DE LA LINEA PTO. MADRYN A SIERRA GRANDE.
Se realizan los estudios para la construcción de la linea de Puerto Madryn a Sierra Grande de trocha 1.676m. - Es de real y positiva importancia la construcción de este ferrocarril que dará salida al hierro existente en los yacimientos de aqua punto, aparte, significará el primer paso para la unión con San Antonio del Ferrocarril Nacional General Roca.
10th) Construction of the line from Puerto Madryn to Sierra Grande
The studies have been made for the construction of the line from Puerto Madryn to Sierra Grande of gauge 1.676m. - The construction of this railway is of real and positive importance in that it will allow export of the iron ore existing in the deposits at aqua punto, and in addition will mean the first stage in the union with San Antonio on the 'Ferrocarril Nacional General Roca.' 11o) EDIFICIO ADMINISTRACION DEL FERROCARRIL NACIONAL PATAGONICO
Se tiene presente las posibilidades sobre la construcción de un edificio en el que funcione la Administración General de estos Ferrocarriles.
11th) Administration building for the Ferrocarril Nacional Patagonico
There are possibilities for the construction of a building in which the general administration of these railways would operate. 12o) COCHES MOTORES DREWRY Y GANZ
Dado el intenso servicio que prestan las unidades citadas en la zona de Comodoro Rivadavia se han hecho tramitaciones para la consecución de los repuestos necesarios a fin de mantenerios en actividad.
12th) Drewry and Ganz railcars
Given the intense service which the units operate in the Comodoro Rivadavia area we have made negotiations for the purchase of the necessary spare parts in order to maintain them in operation. 13o) SERVICIO PORTUARIO EN COMODORO RIVADAVIA.
Existen en aquella zona dos puertos; el de Comodoro Rivadavia dependien te de la Dirección Nacional de Navegación y Puertos y el de Km.6 del Ferrocarril, estableciéndose una duplicidad en servicios análogos, por lo que es menester pensar en la unificación evitando superposiciones.
13th) Port service at Comodoro Rivadavia
Two ports exist in this location; one at Comodoro Rivadavia under the control of 'Dirección Nacional de Navegación y Puertos' and one at Km.6 run by the the railway, resulting in a duplication of similar services, for which reason it is necessary to think about a unification avoiding overmanning. 14o) TRANSFERENCIA MATERIAL RODANTE TROCHA 0.75m.
Teniendo el Ministerio de Obras Públicas material del tipo indicado inactivo en Comodoro Rivadavia se ha pedido la transferencia del mismo a la zona de Puerto Madryn para reforzar la dotación que se torna escasa por el intenso tráfico que se sostiene.
14th) Transfer of 75cm. gauge rolling stock
Having 'Ministerio de Obras Públicas' material of this type inactive at Comodoro Rivadavia, the transference of this has been requested to the area of Puerto Madryn to reinforce the stock that is being reduced by the intense traffic that is maintained. 15o) MUELLE Km.6 - ZONA COMODORO RIVADAVIA.
Se impone la reparación del muelle de Km. 6 de la zona de Comodoro Rivadavia como así tambien la renovación de la dotación de guinches para el normal desenvolvimiento del trabajo.
15th) Wharf at Km. 6 on the Comodoro Rivadavia section
